The article analyses the concept «social capital». The authors consider the factors of social capital formation in conditions of the social-economical difference of the Russian regions. The article presents a model of regional social policy and the indexes of regional human potential (on the example of the Volga Region federal Districts), as a criterion reflecting the inequality of social development of the regions.
